Algae id? How to treat?

I thought this was cyno at first but after running a treatment of chemiclean and to no avail i am thinking its something else? No oxygen bubbles in it, and it falls apart easily

Siphon it out as you scrub it with a toothbrush during a water change. Check your parameters and look for high nitrates or phosphates. Consider re-evaluating your feeding habits, your lighting schedule, and your supplementation. Add more flow to the area if needed.

This has been going on for a while and i had not been feeding only up until last week, when i added a clown pair. Up until then there was no food or nutrients.
