Algae ID like feather dusters but not

I got a frag that ended up having two love spiny oysters on it. The back of one had some GHA that grew about an inch and then one day my blue hermit ate it all. It was fine and then this stuff popped up and is bothering my zoas. I have taken frags out and scrubbed with a toothbrush and the gha comes right off. I tried with this and it did nothing. It looks like feather dusters but it’s definitely not. My tank is a 29 that is about 4 months old. My issue is I have no detectable nitrates and 0.01 p04 with a Hanna ULP last time I checked. I was able to get my nitrates up to 2 but my brown algae growing on the back glass was getting worse so I went back to 23 hour lighting my fuge. I dosed reef Roids and nitrate which should have given me 0.25 reading but the next day my Red Sea rest shows nothing. Now this stuff is spreading to my rocks.
