Looks like bubble algae to me! Consider maybe adding an emerald crab (depending on how much you have). If there is a ton manual removal would be more effective
I was thinking that may be the case but they're still so small I was thinking it might be something else. There is already an emerald in there but she was on another rock structure so I moved her over to the one with the possible bubble algae, I'll see if it's still there in the morning. The other strange thing is there have been no additions to this tank for months and this is the first time seeing any type of macro on those rocks. The tank is just a grow out tank for baby Banggais so it's not like I'm constantly adding new frags or anything. Oh, I suppose they must be sprouting up due to my changing the light. Before, I had a very small LED light that could barely light a 10g let alone a 20 long and now I swapped it out for a two bulb t5. I think that must be why I'm just now seeing this.
 
Algae is weird and sometimes just kinda appears after a short basically invisible ramp up from nothing. Algae blooms from seemingly nowhere are super common after improving lighting. Good husbandry and an emerald would make fine work of it so no worries :). If you really want to be neurotic about it (speaking from experience haha) testing your nitrates and doing more frequent water changes for awhile will help combat it and give the little emerald a better chance to eradicate it (though some emeralds seem spoiled and don't touch the stuff when given another possible food source)
 
Next day after moving the emerald over to the other rock the few little sprouts were mostly gone, today, I can't find any.
