Fin-up reefing

Tank is about 3 weeks old and I have this stringy stuff forming on some coral plugs and around the tank. It’s brown with some bubbles on it. Are these Dinos? If so would DinoX work?

Can anyone let me know what this is? I have been fighting this and can't seem to get ahead of it I measured my Phosphates on Saturday and they were 0.02ppm, Alk was around 10. Ca and Mg usually stay right around 400/1280 I am running a UV sterilizer at an algae-killing flow rate. I have not...
