Algae in frag tank

I'm struggling a little here. Roughly 8-10 gallon frag tank at 9 ppm nitrate and 0.02 ppm PO4. 1 six line wrasse - no other livestock. Simple hang on back filter.

Need help identifying the algae in the picture. I've scoured this forum to no avail. Also looking for some advice on an algae eater. Besides the algae in the pic I've also seen patches of ulva here and there. Haven't had much luck with snails.

It's definitely not hydroids. I've encountered those in the past. The strands are rather thin and when plucked they break so I can't get to the root which means they keep coming back.
