Algae issue

I have a 10 gallon tank for a year now. No fish and only one cleaner shrimp with a few corals. Had a snail and hermit but they died. The last two months I've been dealing with green hair algae and cyano. I don't feed the shrimp. And the water from my rodi reads 0 from my tds meter. What could be the problem causing this? Light is on for 8 hours

What are your water levels from you last round of tests?

I would look into getting some more clean up crew (replace what died). I have read that there are certain types of algae that grow just fine in low nutrient water. I also find it interesting that the algae came right after several members of the clean up crew died. Either that or I would try a different test kit, they have been known to go bad, and give false reading.
