Is this algae normal for a 3-4wk old tank? I started with dry rock and dry sand.

Have you been "ghost" feeding the tank with anything?
I have a damsel in it. I know most disagree with the method but it’s what I ended up doing. Not by choice, but necessity. I had a damsel in my old, 40 gal, which was quite well established. But I ended up needing to be away from my tank for an extended period of time with a family member caring for it, needless to say that did not go well and that damsel happens to be the sole survivor.
So now he’s here and pushing my tank cycle along.

Apart from that algae having quite the interesting coloring yes it’s completely normal for algae growth even in a completely inert tank.
