Algae or dinos?

A friend of mine has this stuff growing all over his tank and I don't have the slightest clue what it could be. Not really stringy so I want to think it isn't dinos but it's unlike anything iv seen yet. Almost like tufts of cotton all over the place.

Any input is appreciated - he's trying peroxide on a test rock and we're considering Vibrant next if peroxide doesn't work. He has already raised his alk to 10.5 and we're trying to avoid raising his Mg as I really don't think that will help.

Looks like green hair algae. The picture is out of focus for the algae, however. I would do manual removal of most and find out what caused the outbreak (nutrients, light, etc.). Vibrant does seem to have some positive traction to its name. I would still rather figure out parameters first and eliminate he source.
