Looks to be turf algae to me, not GHA.

You can't really scrub it off with a toothbrush as it's got quite a good hold, and it's short tufts.

At this point I would fluc the tank and hope for the best.
 
Do you have any herbivores in the tank?

Seems to me that you don't have an algae issue, you have a herbivore issue.

Why is the go to, throwing chemicals into the tank disrupting the tanks ability to find balance. I find that just puts you into a perpetual state of chasing your tail.

Get some herbivores and take care of it the natural way.
