Can anyone give advice on the use of algae scrubber or refugium or both. Setting up a new 75g upgrade first time using a sump. Want to get it right the first time so I don't run into major algae issues.

So, which works best the refugium with chaeto or a scrubber

They're two completely different things really. Having a fuge can help with algae issues but a scrubber isn't preventative it's just cleans the dirty glass. So I'd say get a fuge if you want it and have an algae scrubber anyway because you're going to get junk on the glass regardless.

Scrubber works better than just running chaeto or macro algae.
The sump hides equipment, so it has a purpose also.

Smith - sorry, I meant an actual algAe scrubber- not like a magnate glass cleaner, but an actual scrubber in the sump

An algae scrubber will be better at removing nutrients from the water column, while the fuge will offer a safe place for pods to live. I would go with whatever one you feel you will need more
