algae still growing

Tank is about14 weeks now. The algae is covering the rocks and glass is cloudy. The pic of the glass is almost 3 days worth. I did not clean it purposely for this post. Phos=.07 and Nit=5.0. I do need to dose nitrates to keep levels up but reading are consistant over the past 3 weeks. If I change water then the nitrates drop and I need to dose more. Is this normal for the tank age? Anything I should do to keep glass cleaner and stop algae or do I just wait it out?

Just looks like typical new tank to me. I would not worry about it.
