ALGAE TAKING OVER MY TANK

I bought new tank lights about a month or two ago. And the store owner said I would get an algae bloom but that it would take care of its self. Well this brown stringy algae is tanking over my tank and has bubbles all over it? I scrub it off a rock and it just comes back faster. Now it's on my waterline, there's bubbles under the sand. ITS EVERYWHERE.

I have cleaned the tank more than normal and done multiple water changes. How do I get rid of this stuff?!

I'd love to see a pic under white lights to get the Id. Cyano bacteria or dinoflagellates.
I also like to see a full tank shot.

I think your going to need a big scrub. It's not bad but the rock def had a lot of funk on it.

Do you have activated carbon and gfo around.

Do you have a test kit?
NO3 and PO4?
What's your ph at.
Are you using RODI water?
 
Looks Dino's...jeez it's becoming plague like in this industry and our usual dips are useless against it. Even quarantining is not assured to prevent it.

If you have a microscope review a sample. If it's Dino's you will see loads of spherical/pear shaped cells moving around - something like this.
