Does anyone know if this is regular hair algae or turf algae or something else? Nothing seems to eat it and manual removal is difficult (have to use forceps) and doesn’t seem to help much.

any ideas ?

Good old hair algae. When doing water changes use a tooth brush at the end of your siphon and get as much as you can. Watch your nitrates and feedings.
