It's Cyanobacteria, increase flow, check phosphate and nitrate levels, use only RO/DI water, feed less if appropriate.

I have two powerheads inside should I change the angle on them? My levels are fine and I only use ro di to keep my water leveled

Yeah try changing the directional flow, cyano loves areas of low flow/low oxygenation.

How big is the tank and what is the gph on the power heads?

It's a 55g tank n the gph is 850 on both of them

Do you pre-wash the food before you feed?
Because it could be that what you are experiencing with the algae problem is a side effect of extra phosphates which can come from unwashed food.
