For me, the pics are a bit blurry and look like dragon's breath algae. This will remain intact when removed and feel kinda rubbery

9 months I did a 45 gallon water change 2 weeks ago because I just movedNot dragons breath, it would grow outward and branching as opposed to along the rocks, and doesn’t really flow like that. Notice it also has bubbles in it.
I’ve had cyano appear patchy when just starting to show up, usually along high light areas.
Cyanobacteria is pretty common in newer tanks or with nutrient imbalances. I’d recommend siphoning it off the rock. How long has the tank been running?
