Algae?

I have a tank that has been set up since last September. The tank has been running well and over the past few weeks I have had algae show up (at least I think so). I have upped my dose of GFO (rowaPhos) in the reactor and the refugium was taken down, cleaned, and back up and running. My phosphates and nitrates are down to virtually zero so I think I can prevent it from getting worse? My question is what should I do with the existing algae?
1. Should I scrub the rocks or should I take them out and go with peroxide. (Keep in mind it's a lot of rocks and good luck finding peroxide these days)
2. What should I do with the coral? Some have algae on them. See the picture of the blasto.
3. Any suggestions on the lighting as well. I have four A360x today so by virtue of not having many over a long span (10 Feet) it's not a lot of light.
4. Does going super low on the phosphates and nitrates affect coral growth and how do I overcome this.
5. Should I stop feeding nori and let the tangs eat all the natural algae instead?

Any advise would help considerably.

For reference the tank is about 450 gallons including the sump.

Scrub rock with tooth brush, while sucking algae out with a water change Is what I hear. And try steps one at a time to see what is causing the algae. Good luck....I am doing same right now.
 
Thanks, How long have you been scrubbing? Does it come back after you scrub or is it a one time affair?
 
If you fix the problem yes. First time cold back, half, next time less...and if problem is fixed you should see it clear up, based on past outbreaks early on. I scrub the algae every water change now. And I am removing my sand little at a time to clean bottom.
