We have them... Dinoflagellates! They colonize our corals just not the same genus? Zooxanthallae are the symbiotic dinos in corals and Noctiluca are the bioluminescent free-floating phytoplankton. You can buy that algae and keep it alive for a while in a jar and when you shake up the jar they bioluminesce but I don't know about colonizing the water column with them. People do dose live phytoplankton
