Algea out of control good parameters

My tank has fine hair algae growing all over. I tested and parameters are good. This is getting stupid. My skimmer went down a couple of weeks ago - waiting for a replacement pump. 120 gallon with 40 gallon sump. Top off using kalkwasser. Lighting is home made led - 60/40 blue to cool white CREE leds. Par in the tank is in 200 to 320 range most of the tank. Light period 9 - 11 hrs.
Fish wise the tank is well stocked, I feed once a day sometimes twice during the weekend. Frozen mysis, frozen plankton, cyclops mixed around.
Add phytoplankton every day about 1/2 cup. Home grown.

KH 8.0
PH 7.9
PO4 0.03
Nitrate 0
1.025 salinity
temp 78 - 79 degrees

All Sailfert test kits except phosphate - Hanna ULR phosphorus.
I run a small amount of GAC.
Water change 15% per month.
I have a small second tank with no problems so it is not the RODI water source.

I am feed up with this.
Any Ideas??

Are you feeding alot? And how long have you had the tank?

Feeding 2 cubes of frozen mysis per day - weekend treat with a cube of cyclops or reef plankton.
Tank has been set up for about a year

Try to spot feed so the fish can eat most of the food you might want to shorten the light time and get you a good clean up crew

The fish eat all of the food. I turn the pumps off for 10 minutes and it is all gone.
Why the algae if if the nitrates and phosphates are so low?
