My tank is 47 gallons water volume, and im trying to raise my alk from 7.1. I dose 4ml of red sea (B) alk riser. yesrerday. And i tested today and hanna still shows 7.1. Do i need to wait longer or whats going on?

4ml of what? I use sodium carbonate and never havecsuch a problem

Not familiar with it am old school. Maybe try the sodium carbonate way as long as you are sure you are carrying out the test correctly.

4 mL of Red Sea Foundation B in 47 gallons will only boost alk by 0.2 dKH, which would not reliably be detectable, and may easily be consumed in the time between dosing and testing anyway.
