It depends on how it was mixed. (ideally it should not have any haze) - but there are lots of threads that describe it - with the main causes being:
1. adding water to the powder instead of the other way around
2. Not mixing enough or allowing enough mixing time.
3. Error in measurements leading to precipitation.
4. If you use 'cold' water - that can also cause delayed dissolving.

My assumption would be 'yes' - with the caveat - that the amounts of Ca, Alkalinity, etc will not be exactly the same as properly mixed solution (i.e. some of the haziness is probably precipitate of Ca and Alkalinity (carbonate) - and will not affect the tank - but the concentrations of Ca and Alkalinity will be lower.Is it sage to use?
Based on your post assuming cold water.PS - sometimes when I mix up even BRS soda ash - there is sludge/undissolved chemical. It usually resolves - with vigorous shaking in a closed container.
