Am I on the right track?

Hi....Thanks in advance for your help!

I did a fish in cycle with 2ea Clowns and 1ea clown goby in my 38gal. It's been 4 weeks since I started my tank this was the results.
After the 1st week I had a spike in Ammonia and Nitrate so I did a 25% water change.
After the second week the levels were still high so I did another 25% water change.
After the 3rd week the levels were going down so I did a a 50% water change.
When i tested the water yesterday this was the results.

Ammonia 0
Nitrate 0
Nitrite 0
pH around 8

Is it safe to say my tank has cycled?

This is my setup:
38gal
1" sand bed (not live)
20lbs rock (not live)
2 powerheads
HOB 400 filter

If your not developing nitrates nh3 you don't have a cycle.

Recommend the book beginner to breeder. Available at local big box pet stores and lfs etc.

As it sounds like you have fish in the tank. Recommend you add instant-ocean biospira or dr Tim's one and only ASAP. Ammonia and nitrites are very toxic to fish.

These two additives add live nitrifying bacteria. For a almost instant cycle. Both developed by same guy. The one and only is supposedly a improved variant. They both work.

Also a small peice of seed live rock. Will bring good bio diversity to balance the tank.

If you used Fully Cured Live Rock, then and only then would I say its safe to say your cycled.
