I would say run them about 8-10 hours a day. Maybe start them at about 8- 10 am.

So i turned my lights off last night at 11 this morning i turned the first one on for about 2 hrs then the full spectrum after that my water is now rather cloudy is that normal of is there something wrong

Cloudy is usually indicative of a bacterial bloom. How long has the tank been set up?

Sounds like it might be a algae bloom. If you could post a picture we could help confirm.
If it is an algae bloom I would suggest running some fresh carbon, do a water change, and oxygenate the water.
