I saw these on Instagram and I'm now fascinated with these and now I want to do my own, i just don't know what material is safe

I've done this before with broken beer bottles with great success but never with decor help me choose a type of decor.
 
It depends on the design you want to do. Glass is safe,PVC, and aquarium epoxy used to make fake corals is all reef safe and alos Concrete if you can make a mold and pour it into to it.
 
One idea is to find a model and 3D print it with pvc. You can do this on-line. Check out thingaverse for models or create your own. There are various print services if you don't have a 3D printer as most folks don't. I have done in for a few aquarium related things. Worked out. The cost is commensurate with the size typically.
