Ammonia won't rise up at cycle

I didn't use live rock and still need to add sand.
In my first message you can see the nitrite and nitrate level. The last 3 days I didn't test for them, because my ammonia should rise first if I watch the cycle diagrams.
Nitrates at 5 are good. That shows something happened but the fact that ammonia and nitrites aren't going down is odd. Nitrites won't harm fish/corals at those levels. Nitrites in saltwater are safe at low levels. It's not like freshwater. Ammonia is still concerning. It's hard to tell what your tank is doing. I would say to either try the Dr Tims fishless method (getting it to 2ppm) or try the fresh raw shrimp in a bag method but I would test daily for at least three days. Don't leave it for a couple days before testing like I mentioned. I missed the fact you have nitrates so if you leave the shrimp for a couple days you might miss the rise and fall. The reason for doing one of these methods is to make sure you are cycled. You don't want to risk killing inhabitants.
 
I think I finally found the problem. My heater was in a error for a long time and the water was way to cold. In the last days testing, I see the cycle start. See the image for the vallues. My heater is a titanium one with two sensors for the temperature. I read when there are a lot of airbubles on it they will go in a error.
