How much ammonia is too much? Is .25 ppm to much or do I need to try and get back to 0

That reading isn't to high. Just let the cycle do it's thing. The only thing I would add would be a bacteria culture meant to help cycle a tank. Other then that, there really are no shortcuts.

It kind of depends where you are in your tank cycle.

Still going through it? Not a big deal. In an established tank? I'd do a WC ASAP. And then find the source of the spike.

After tank cycle, and I did add a small damsel. So I'm assuming that's the ammonia source.
