Analog timers??

Hey, does anyone know how to use this Red Sea Max C130 analog light timer?? Please help! thank you.

Not sure about the 2 power switches but with the dial you should be able to click one of the little pegs up for 'on' at a certain military time and another for 'off'. If there isnt any moving parts, it's hard to tell by the photo, then there used to be little clips that fit in the slots.

The wheel its self can be rotated clock wise as indicated by the small arrow, what does that do?

I believe that would be current time.
