Watching a BRS video, they discussed not having two things doing the same job (competing for nutrients).

So is it a “or” situation between a refug and a media reactor (running bio pellets)?

Can you use both or is it one or the other?

IMHO you can use both, but you need to be aware that you run the risk of stripping all the nitrate and phosphate out of the water and that isn't great for the corals and can lead to getting a bloom of dinos. A small refugium and a small reactor on a medium size tank shouldn't be a problem. And you can always harvest more algae or reduce the run time on the reactor.
