was told this was a bubble tip....now that it's open it looks like a long tentacle. ???

Not all bubble tips have bubbled tips... Sucks but Iv seen it. Did you buy him closed up? Also note your high nitrate and phosphates can effect how well he will do. Getting water parameters under control will lead to a happy anemone if left in otherwise conditions they tend to pass away quickly.
 
Give it some time and a healthy tank and your BTA will do the favor and it's beauty in return.
 
And sometimes they can be otherwise completely healthy without bubble tips, like mine. :). Still beautiful in my opinion.

What do you mean by water parameters? I've had a rbta in a tank with 180 nitrates and phosphates.
 
Had the same problem. Tried less light, more light, less nutrients, more nutrients, changing flow etc. Oddly enough, it started to bubble after I started feeding it Larrys and silversides. As others have said though, no bubbles does not mean unhealthy.
 
I have had a RBTA for years sometimes it bubbles most of the time it doesn't - I think it just depends on the particular anemone. Also a LTA probably wouldn't have settled in your rock work.
 
Try to get a look at the underside of the tentacle disc area. If there are white spots it is most likely a LTA, if not then a bta
