Anemone Not Extending

Hi everyone,
My mom’s husband has an anemone...

And he has had his tank for over 12 years. Nothing has ever died in his tank and he has had this anemone for about 3 years. The lighting is good ( kessel 360 / 4 pendulum lights) the water is changed every 2 weeks and temp and levels are good ( water temp: 79 - 80; 8.1 ph - Hd does water treatment for a living). The thing he was wondering was..
A) What kind of bubble tip is it?
B) Why did it get so much smaller than purchased? It used to cover the whole corner of the tank.. it’s fed well (every 3 - 4 days of chopped shrimp, tilapia, and scallop mixed). It’s about a teaspoon of food. Thank you guys for any help you can give
 
I asked if I could get a picture of his mouth, but was told it isn’t open enough. He also said it’s been that small for about 3 - 4 months... he knows it’s healthy, but he didn’t know why it stopped getting bigger. He was thinking maybe it was from being between the two rocks? But, if it is unhappy, it’ll move, yes?

Yea they move if unhappy , however, the ID of the anemone is important because if it is a condy could explain it shrinking (Condys prefer temps 70-75 degrees)
 
It's a Sebae anemone. Not sure why it would be shrinking over time since it's being fed well.
 
Hmmm... he said it isn’t really shrinking; but it expands and contracts... it just stays about the size in the pictures.. Also, dvgyfresh, thank you for your info on anemones. I mentioned Sebae to him anc he said, yup! That’s it! So, that’s the kind, kattkrazie. Thank both you guys very much for your time... now it’d be nice to know why it isn’t getting as big as it was?? Maybe it’s fat and happy??? The clown fish loves it lol
