I got an anemone not sure what kind it is(would be great if someone can identify it)and it just lies on the sandbed without fixing its foot firmly in one place.I have attached some pictures

I can not tell what type it is on my phone. To be honest, i feel if you don't know how are you going to care for it properly? Any time you request help like this it is best to provide as much information about your tank as possible. Including age of tank, size, water parameters and in the case of an anemone what tighting you have, intensity and schedule.
I have sold 100s of BTAs over the years. The only time one would not attach right away it turned out the buyers alkalinity was vary far from ideal. I took it back and it attached right away in my tank. I aim to keep my Alk at 8.4.

Also if you want your nem to last more than 24 hrs (mine unfortunately did not) you best be covering and guarding any powerhead/overflow/quickly moving parts or they will turn into an anemone milkshake and you will be very very very sad, speaking from direct experience

Your Nitrates are what most would consider high, but anemones typicly do well in high nitrates as it is a food source for them. What are your alkalinity and salanity levels?
Anemones need a well established tank. Most people do not recommend putting an anemone in a tank less than 6 months old and I agree with sone exceptions. I would not add one for even longer if your tank was started with dry rock.

Salinity level is at 1.025 haven't tested alkalinity and about the rocks I got them from an established reef and the media from the same tank.

Alkalinity is one of your most important parameters.

:thinking-face: nobody has mentioned that it is sitting on the sand bed? I would think that you need to turn all the flow off and place it on the rocks if you want it to attach to something? I have never seen a nem "attach" to sand

My tank is pretty high flow. I have never had to turn the flow off to get an anemone to stick. I just hold it foot up and gently hold it up to the underside of a rock. They usually attach in less than a min. If not there is a reason it does not want to attach. In the case of BTAs it is usually water quality, specificly alkalinity!
