Hello, where might I find an anemone like below? And at what point do you add them to a newly cycling aquarium? Thanks so much.

that looks like a carpet anemone which is not for beginners
For beginners I would get a bubble tip anemone. They are they easier to keep than others.
Its recommend to wait till the tank is 6+ months old. Anemones require strong lighting and a stable environment
