Angelfish dying. Blurry eyes

Anyone know what i’m dealing with here? It was eating and appears normal yesterday. Today it’s been disappearing and recently skipping/jumping on the water surface.

Hard to tell from pic but I suspect both aggression (looking at its fins) and possible bacterial issue or injury to the eye.
Anyone you can think of in tank that was annoying it over last 3/4 days?
Had fish been swimming, I would have suggested video recording tank to see who it may have been
Assuming this fish is upside down in the pic, it may be extremely distressed with a low chance of recovery
