Anyone know what this brown leafy thing is? It has a black elongated center body

Looks like a piece of nori to me.
If you touch it will it retract?

Looks like a almost dead piece of marco algae like Halymenia, so not animal.

I have seen it moving its tentacles. It got very excited when a snail was next to it.

You sure it wasn't the flow from your pumps?
Try to put some Mysis shrimp in there and see what it does.

Good point. The flow probably made it look alive. This is a new tank set up, so we just have snails and hermit crabs. Anything that moves gets my attention

If you don't like it just remove it.
If it grows back than we talking some sort of algae here.

Looks like the seaweed that comes in live sand they don't clean it out very well.
