Another Algae Id

This algae has me stumped in it's identification and eradication. I think its a type of cyano but unsure so I'm hoping to get some feedback.
The film grows primarily on the rocks which can be brushed off with a toothbrush fairly easily and also sand bed

I've been dosing Vibrant 2x week for 5 weeks with little to no noticeable improvement. The only thing that works is placing each of my rocks into a bucket of saltwater and hydrogen peroxide for about 15 mins (depending on how covered the rock is) however the film will return in about a month or so.

CUC is 20 cerith, 1 turbo, 1 fighting conch and dozen nerite, 6 trochus and 8 or so scarlet hermits. Not sure if any of the CUC eats this stuff probably because it grows so fast.

I've tried 3 day blackout (not much improvement)
Vibrant
Chemclean
GFO (have taken off line)

Any suggestions would be greatly appreciated

Looks like a fungus, not an algae. Use a small brush and get it off the rock.
