Another Algae problem - photos

I can not seem to get these algae under control. What is it? A type of Cyanobacteria?

The tank is over two years old. One two clown fish and a cleaner shrimp.
I've tried weekly water changes 30-40%
The nitrates range 15-20
The phosphates are zero - BUT my powder is expired on my Hannah Checker, So??
I've added more clean up crew from reefcleaners that was recommended.
I've turned off the white light.
I only use RO water.

I need some more guidance please - Thank you

That does not look like cyano that looks like dino :/ with zero po4 your corals cannot consume the nitrate allowing for dinos to take over. I’ve always used Dino x in the past along with a uv steriliser.
