another brown algea question

hi everyone I hate to post twice in one day but I'm at a loss on what to do here...65 gal fowlr, running 6 mnths, 30% water change every 3-4 weeks, t5 lights 8-10 hrs day. feed once per day. 100 lb live rock. 2 clowns 1 flame angel 1 neon goby. hermits common starfish 3 nass snails. coralife 65 gal protein skimmer, 2 hob filters. (currently working on getting a sump) 2 heaters, 2 power heads. temp 78, amm 0, nitrate 5, ph 8.1, salinity 24 no ideal what phosphates are api test kit cant tell colors never same as the kit....running brs gfo in reactor 4-5 weeks changing out every 2 weeks and sometimes I think its better then it comes right back. not sure if its diatoms or brown algea so if its silicates or phosphates. when lights out it disappears and when turn them on they come right back. it started in a corner coming and going now its spreading all over the sand bed. I assumed phosphates. just not sure what to do now since gfo isn't working I thought thatd knock it out for sure.

It looks like Diatoms. How long was the tank been up and running? What are your water parameters?
 
well shoot I put all that and I reckon it didn't post. I edited it so now it says sorry
