Tank is now cycling. Have green and red algae growing on the rocks and brown spots on the sand.
When I turn on the coralufe 220 skimmer I end up with a tank full of micro bubbles. Is it cause there is nothing to skim? Or just new skimmer?

New skimmers will do this. It might take awhile to brake it in
 
I put a dead shrimp in the tank along with an algae starter. I have not seen a spike in ammonia or nitrates. Test strips show no nitrites either. Better nitrate test on the way. Been 7 days .this will teach patience.
 
It will take a few days before you see results, and like you stated you have a better test kit coming. As I was told, take the top off the skimmer and adjust the aeration till it reaches were the cup and base meet. let it run like that for a day once you have the level set. You might have to tweak it during that day. after that place the cup back on and you should be good. As @Baby Ray stated it is a new skimmer and has to have break in time:)
 
Did you use live rock or dry rock to begin
