I used to have a 10 gallon reef tank infected with ich(2 years ago) would I be able to use the rocks and sand the lfs told me ich dies within 9 months

Ink? From what may I ask?

Ich's life cycle is 76 days, as long as there isn't a host to feed from. In other words keeping a tank fishless for that time should eradicate Ich.

I had bough a par of clowns at the time and they were infected had found out when it was too late and I went to my other lfs and they told me 9 months

There’s been no host water evaporated doesn’t even have water anymore.
 
It wouldn't hurt to clean the tank out (and any filter equipment) with some white vinegar/water and then let it dry out. The ich shouldn't be an issue after all this time, especially since there hasn't been any water in the tank.
 
Okay I understand. If it's been two years, then you should be perfectly fine then.
