My male lyretail got in a fight I believe with a female (who's dead) I've been in hypo for 16 weeks and was about to start raising salinity when the "cuts" he had just formed into white "clumps". I've been at 1.009 for 16 weeks and am still there, so it's def not ich.

Looks like infections forming from the bite marks.
 
I'm doing hypo in my DT. Is there a dip or something available

Acriflavine (ex. Ruby Reef Rally) is an antiseptic which would render first aid. But in most cases, follow up antibiotic treatment is required to completely knock the infection out. You could try food soaking Kanaplex, but that works better for treating internal infections.
 
Agreed. Feeding the antibiotics might work, but it's not ideal for an external problem.
