My sister found this near a dock in Clearwater FL. I thought maybe a sponge? it was in 3' of water.

I’d guess a rather unique sponge. Possibly a Crella sp.?

(The closest I know at the moment is Crella (Grayella) cyathophora, but that wouldn’t be found in Florida.)
