I was going to suggest a ring cowrie, but I think you're closer.

Definitely a cowrie. Looks almost exactly like my money cowrie, which would be good since they stay small and don't seem to be a danger to the reef. The fleshy looking part is actually their mantle, which they use to cover their shell. Cowries are unique in that they grow their shell from the outside, which keeps the outside shiny.
