Any thoughts on improving surface skimming?

I’ve got a fluval m60 (24g aio) tank that won’t remove the surface scum or the floating particles in the water column. The filter media is simple filter flows and a charcoal pad filter. These are in the first chamber. I have the fluval skimmer I. The second chamber. Third chamber holds the return pump and drain for the refugium. Return pump is a quiet one 800 rated at 240 gallons per hour. . Refugium pump is a low flow cobalt style pump. I can’t imagine the refugium pump pushed more than 75-100 gallons per hour. Between the two I’ve better than 300 gallons per hour worth of suction at the surface skimmer area. Circulation in the tanknis from an mp10 set to reef crest mode. Any thoughts on how to improve the surface skimming?
 
Use a fish net to skim the surface. Then point power head to the surface so you get the remainder of the particles into the water column so the can ve picked up by a filter sock/pad

I’d agree with getting surface flow. Gotta get those particles into the water or at least moving towards the grates for them to get sucked down
