Hard to tell by the pic, but i would agree with ritter. Vermetid snail aka tube snails..... they build a hard tube shell that is usually spiral at the bottom and straight at the top. They normally throw there webs when they sense food in the water column. And yes they will take over your rocks

Here's a tidbit - if they get too numerous and start irritating your corals....zap them with a majano wand. Works really well!
