Anyone have the reef octopus cr200

Just picked this up used. There is a line going from top of chamber into the pipes. It has a shut off on it. I’ve had a MYC mini cal for years and it didn’t have this. What is it used for and do I keep it closed or open? I’m thinking it’s a recirculating for co2 but I could be wrong. When I open it it clouds up and turns my tank milky white

I followed the video. My pump is making noise like it has air trapped in it when it’s opened all the way and doesn’t when I close it
