It's a hitchhiker on the bottom of an Acan colony. Color showed up within the last 24 hours, prior to that it was all clear with tiny yellow dots all over. No tentacles or other surface features and it hasn't moved.

You were right...not likely. It wasn't originally blue in the center either, just clear with yellow dots all over it. It's also attached.
 
If it is a Tunicate wouldn't there be two openings or vents somewhere among the mass?
 
You can actually see the one siphon clearly and there are a couple of others spots where the other could be, like right across/down from it to the left and the very top probably has one. However, the siphon isn't always visible/evident either, especially where it's out of the water and collapsed. I'm pretty certain that's what it is, to be honest. I can see it rather plainly.
