Can anyone tell me what this is and why there are so many small starfish on it lol.

Seems to be a sps of some sort it may be badly bleached though. They aren't starfish it's the corals polyps

There are several mini starfish on it.

It looks like a sponge with symbiotic polyps.


There are some polyps like Parazoanthus swiftii that live within a sponge.

My first thought was a Sponge, but curious what tentacles are. It kind of looks like a piece of Setosa coral gonna pure white and bleached.
