Anyone know what this tar like thing is?

I have had these tar like clumps in my sand twice now.
One was large, about 4" around, and half inch thick. This one is an inch or so and round.
Consistency and look is very much like dried tar balls you see at the beach. Firm, but not hard.
Perhaps a bit more brownish. They seem to grow very slowly.

I suspect some sort of bacterial mat. But really no idea.

Closer picture, and I broke it open. But it is dried out now, and tar like goo has thinned and solidified.
My guess is sand held together by some sort of bacterial biofilm.

But bacteria is nothing like the pink fuzz of a normal Cyano outbreak.
