Just left one only my other puffer have the same thing

Sounds like a bacterial infection, probably a result of injury.

Yes one start ans stripe keeps trying to bite him so I end up moving the star and stripe puffer out

Yes I did give him fresh water dip it's different puffer the procupine is getting better but this guy's eyes gets worse

Do you have a vet? That's the only way that you're going to be able to get some meds (legally) for this.

Try Aquanet who I believe have permits to sell meds abroad. Maracyn 2 or similar would work
