Anyone please tell me what this is?

This is all over most my rock, snails and on frag plugs a bit. I brush with a toothbrush and it's gone, but then back.
Testing water is all normal. Any ideas?

Is it a brown slime? If so could be dinoflagellates (dinos).
There is a great thread by the member twillard about getting rid of dinos.

It is a dark greenish type, but not slime. More like fuzz!
