Apex atk

So I just installed this with my apex. I pulled water out of my sump to see if it would fill and it has not refilled itself yet? Why? I did a water change before doing this and turned the atk on afterwards and it filled but I didn't know if that's because I turned it on manually then to auto or what? So I pulled water out of the sump and it has refilled yet. It's been 25 minutes. Is this a safety thing apex has?
